Which evil dictator on Oerth would be most likely to invade another planet through a magical portal? Who would have the resources to do it and be able to hold territory on say Toril or Athas?

I'd say any of the usual suspects of GH evil-doers, like Iuz for example, would find it entirely possible, given the right set of initial circumstances. Not the least of which would be ensuring a securely firm power-base at home before even attempting to threaten worlds/planes beyond Oerth.

Iuz definitely came to mind. I'm thinking it would be easy for him to start seeding remote areas of other worlds like Toril and Krynn with undercover operatives to cause dissent and sabotage communication lines and trade routes to cut off small areas from the outside world. That would allow him to build a variety of powerbases through which he could send armies when he was ready, invading from multiple fronts...
